Dr. Tushar Kumar Mukhopadhyay, born on 30th November, 1956, at Kolkata completed his schooling from St. Joseph’s College, Bowbazar, Kolkata, and passed the Higher Secondary Examination under the West Bengal Board of Secondary Examination with First Division. Joined the Indian Institute of Technology (IIT), Kharagpur, and completed B-Tech (Hons) in Agricultural Engineering with First Class in 1978 and thereafter M-Tech in Agricultural Engineering (specialization in Dairy and Food Engineering) from the same Institute in 1980.Published 7 (seven) Technical Papers/Write up in National and International Journals/ Magazines. Member of the Indian Dairy Association for more than 30 years of which more than 20 years as Life Member.

Started service as Apprentice Category – I Trainee of West Bengal Cluster Federation from 01.08.1980 with National Dairy Development Board, Anand. Trained in Dairy Plant Management, Milk Procurement and Extension.
Placed with ‘The Bhagirathi Co-operative Milk Producer’s Union Limited’, Berhampore, as Assistant Engineer and served from 01.09.81 to 16.06.84 as the Engineer-in-Charge.

Project Engineer, West Bengal Co-operative Milk Producer’s Federation Ltd., Kolkata, from 25.06.1984 to 31.12.1993 and was involved with design and execution of Milk Plants, Cattle Feed and Liquid Nitrogen Plants, etc. Was associated with the expansion of Mother Dairy, Kolkata, from 4.0 LLPD to 6.0 LLPD and setting up of Metro Dairy, Kolkata, 4.0 LLPD, in the initial stages.

During this period also handled additional assignments like

  • In-charge Procurement and Inputs Section from 04.09.1985 to 19.10.1985,In-charge Marketing Deptt. from 04.09.1985 to 16.12.1985,whenVijaya Cow Ghee in 500g container was introduced in Kolkata and suburbs through Public Distribution System (Ration Shops) and Nandini Ghee (from KMF) in Kolkata market in retail pack.

  • In-charge of 100 TPD Cattle Feed Plant at Behrampore, Dist. Murshidabad from 03.02.1986 to 01.12.1987. During the period the plant was commissioned and commercial production started.

  • Project Director, W.B. Women’s Dairy Cooperative Project, under STEP, Ministry of Human Resources Development, Govt. of India, from 01.04.1993 to 20.07.1993.

  • Manager (Projects), West Bengal Co-operative Milk Producers’ Federation Ltd., from 01.01.1994 to 26.09.2002. Involved with design and execution of Engineering Projects. Served as the Representative of the Milk Federation in the Managing Committee of different Milk Unions in the State of W.B.

  • Additional Milk Commissioner (West Bengal), Directorate of Dairy Development, Govt. of West Bengal, from 27.09.2002 to 31.12.2004.

  • Manager (Projects), West Bengal Co-operative Milk Producers’ Federation Ltd., from 01.01.2005 to 30.11.2016 with assignments as in Sl. 4. Also served as member of the Committee for Employees Career Advancement Scheme., Tender Committee, Interview Committee for recruitment of personnel, etc.

  • Other Assignments Undertaken:Convenor – Member of the Expert Technical Committee set by the State Government for selection of site for the Third Metro Dairy at Kolkata.

  • Member of the Committee for Technical Audit of Himalayan Cooperative Milk Producers’ Union Ltd., Matigara, during March 1994.

  • Member of the Enquiry Committee set up by the State Government to study the cause of leakage of ammonia in the milk cold store at Central Dairy, Belgachia.

  • External Examiner since 1985 for Under-Graduate Dairy Engineering Courses in Dairy Science Faculty, at Bidhan Chandra Krishi Viswavidyalaya, Mohanpur, which later came under West Bengal University of Animal & Fishery Sciences, Mohanpur.

  • External Examiner for evaluation of M-Tech thesis and conducting Viva-Voce Examination for students of Dairy and Food Engineering at I.I.T. Kharagpur.

  • Executive Committee Member of the IDA(EZ), for the last 20 years.

  • Secretary, IDA (EZ), for the period December 2012 to May 2016.

  • Vice-Chairman, IDA (EZ) from June 2016 for the term 2016 – 2019.

  • Organized Regional Workshop on Efficient Operation & Maintenance of Boilers on 15.12.2011, conducted by National Productivity Council in association with Boiler Directorate, W.B, and sponsored by Deptt. of Industrial Policy & Promotion, GOI.

  • Organized two day Regional Workshop on Energy Conservation in Dairy Industry on 12-13 April, 2013, at Kolkata, facilitated by Energy Tech Consultants Pvt. Ltd.
