Professor Beniwal takes over as Dean SGIDT, Bihar Animal Science University, Patna

Dr. Balbir Singh Beniwal was the Professor of Dairy Technology at Haryana Agricultural University, Hisar, since 1989. In September, 2010 he joined Delhi Milk Scheme on deputation basis for six years. Delhi Milk Scheme (DMS) had many active trade unions to hamper day to day activities of the organisation. DMS is the first large scale organised dairy in public sector. Many senior bureaucrats of the rank of additional secretary to Govt of India had headed it but there was no improvement in the state of affairs. The scheme was running into heavy losses for the last about 40 years and the total losses had accumulated to nearly 850 crores. When Dr. Beniwal took over as the General Manager of Delhi Milk Scheme, he was taken as a very soft target by the trade unions and the unruly staff. However, Dr. Beniwal proved to be a different type of General Manager. He nurtured the good employees and improved their skills through trainings. All the industrial, financial and government sectors were taken by surprise when in the year 2012-13 Delhi Milk Scheme showed a net profit of 5.32 crores. There was no looking back and for the next four years the organisation didn't seek any budgetary support from the Government of India. Due to its outstanding Operational and Financial Performance, Delhi Milk Scheme was chosen as Cover feature of the reputed Professional Journal 'Indian Dairyman' in June 2013 Issue. It wrote:

“This scheme which was running into losses for the last four decades has given surplus income to the state exchequer. This was a rare achievement by an organisation which was bound to work under a lot of rules and regulations but was able to perform outstandingly within the same set of rules. DMS showed that even under the government set up things can improve provided the right spirited people are there. It has set an example not only for the dairy industry but for all other government organisations as well.”

Dr. Beniwal is a Life Member of Indian Dairy Association, member of the Executive Committee of IDA (North Zone) and Vice Chairman of Haryana State Chapter of IDA.
